.local / bin ' qui n'est pas sur le CHEMIN. Sous-système Linux pour Windows

Dans le sous-système Windows / Linux / ubuntu / shell d'alimentation Windows / bash: pip3 install --upgrade pip ok mais: WARNING: The scripts pip, pip3 and pip3.8 are installed in '/home/chills/.local/bin' which is not on PATH.

Comment le mettre sur le chemin?

Essayé: ~/.profile obtenu: .profile: Permission denied

Essayé vim ~/.bash_profile le document s'ouvre je mets PATH="$HOME/chills/.local/bin:$PATH" je ne sais pas comment quitter, je ferme simplement windows power shell..le problème demeure.
